Business registration, product registration or both?
Excise obligations depend on the goods and your role in their production, import, storage or release.
| Workstream | What needs to be established |
|---|---|
| Taxpayer registration | Identify the legal person, relevant activity and commencement date; excise registration does not use a sales-turnover threshold. |
| Excise goods registration | Confirm product identity, ingredients and labels, with the certificates required for the relevant goods category. |
| Warehouse or designated-zone arrangements | Map where goods are held and released, who owns them and which parties are responsible for the applicable declarations. |
| Ongoing records and returns | Set up product codes, quantity records and reporting responsibilities so the registered business can account for subsequent movements. |
One approval does not establish that every product or storage arrangement is covered. Confirm the activities and any applicable exceptions before trading.
The engagement specifies which applications are included and what stock and movement records will be needed for ongoing reporting.
Identify the activity that creates the obligation
The FTA's current excise guide states that there is no registration threshold. Relevant activities include specified production, import, stockpiling and release of excise goods, subject to the applicable rules and exceptions. We map the supply chain and responsibilities before deciding the registration position. See the FTA Taxable Persons Guide.
A retailer buying goods already released into the local market is not in the same position as the importer or producer. We therefore ask for contracts, shipping arrangements and evidence of the goods' tax status. A commercial description such as distributor may cover different activities and cannot determine the answer on its own.
Use current product classifications
Product identity matters. We review the category, ingredients, packaging and relevant supporting information so the registration describes the activity accurately. Product registration is a related procedure with its own evidence requirements, including goods details and labels. See the FTA excise goods registration service. We state whether product-level work is included in your proposal.
For sweetened drinks, a tiered volumetric model took effect on 1 January 2026. A blanket assumption that all such products are taxed at the former fixed percentage is no longer a reliable starting point. We review the current classification and supporting product evidence. Read the FTA explanation of the current model.
Prepare the taxpayer registration record
We assemble the corporate and signatory documents, a description of the relevant excise activity and evidence of its commencement. We compare those details with existing tax profiles and identify any related customs or warehouse information needed. The FTA registration service sets out the application requirements and timing conditions; we apply them to your actual activity timeline.
You review and approve the information before submission. We retain the application record and support agreed clarification requests. An application is not an approval, and taxpayer registration should not be confused with confirmation that every product, storage location or movement has been correctly registered or reported.
Prepare for the reporting routine
Before activity begins or expands, the operating team needs a clear way to record quantities, product codes and stock movements. We identify who provides the information used in declarations and returns, and how it is checked against accounting and customs records. Ongoing return preparation, product registration and designated-zone work are separately specified so the full compliance process has a named owner.
Documents and records to prepare
Tick the records you already have. The final request depends on your entity, the period and the work agreed. Please do not send financial records through this website.

How the work starts

We establish the products, supply chain and role of the business to assess registration and related requirements.
Prepare the application
We assemble the corporate evidence and activity declaration, resolving inconsistencies before your approval.

We support submission and hand over the registration position with the agreed product and reporting next steps.
What affects the scope and fee?
- Range of goods and activities
- Product classification and evidence issues
- Number of supply-chain or storage arrangements
- Existing activity and historical compliance gaps
We set out the deliverables, responsibilities and fee in the proposal. Work outside that scope is discussed before it is added.
Excise tax registration FAQs
Does excise tax use the VAT registration threshold?
No. The FTA's excise guide states that there is no excise registration threshold. The goods, activities and any applicable exception determine the position. We review what your business actually does in the supply chain rather than using VAT turnover figures as the test for excise registration. See FTA guidance.
Is registering our company the same as registering the products?
No. Taxpayer registration and product registration serve different purposes and require different information. We identify both workstreams at the start and state which are included in the proposal. A business should not assume that receiving its excise registration number also completes every product-level or warehouse-related requirement.
Can you advise before our first import?
Yes. Early review gives time to examine the product information, the import arrangement and the records needed for the relevant procedures. Share the intended goods and transaction structure before placing reliance on a shipping date. We identify outstanding steps, while authority approvals and customs clearance remain subject to their own requirements.
Do all sweetened drinks have the same excise calculation?
No. The current model distinguishes products by the applicable classification and sugar or sweetener characteristics. We review the product records and evidence relevant to that classification, including certificates where required. Do not rely only on a marketing name or an old product spreadsheet when preparing current registration or reporting information.
Can you help if excise activity has already started?
Yes. We reconstruct the commencement date, product movements and existing registrations or declarations, then identify the outstanding work. Historical compliance and return preparation may need a separate scope. The assessment uses the actual activity record and does not assume that a new application resolves earlier periods automatically.
